GMADA & Punjab Property — Legal, Stamp Duty & Registration Knowledge

GMADA vs PUDA vs Municipal Corporation — What’s the Difference?
GMADA, PUDA (Punjab Urban Development Authority) and the local Municipal Corporation are three separate bodies. GMADA plans and develops land specifically within its Mohali-centric jurisdiction; PUDA is Punjab’s broader state-level urban development authority; the Municipal Corporation handles day-to-day civic services — property tax, water, sanitation — once a sector is developed and handed over. “GMADA-approved” and “Municipal Corporation-approved” are not the same thing: GMADA for title/land-use disputes, MC for property tax and civic matters after possession.
Stamp Duty & Registration Charges in Punjab
Every property purchase in Punjab — including GMADA-allotted or resale plots — attracts stamp duty and registration charges under the Indian Stamp Act, 1899. As a general baseline: 7% for male buyers, 5% for female buyers, 6% for joint ownership, calculated on the higher of transaction value or collector (circle) rate, plus 1% registration fee. A ₹50,00,000 plot bought by a male buyer would attract roughly ₹4,00,000 in stamp duty + registration alone. For GMADA LOI/allotment resale, a separate GMADA transfer permission fee also applies before registry. Circle Rate (Collector Rate) — Why It Matters More Than the Asking Price
The circle rate is the government-notified minimum value per unit area below which a property transaction cannot be registered. Stamp duty is calculated on whichever is higher — actual transaction value or circle rate — so under-valuing a deal to save stamp duty is both illegal and ineffective. Mohali’s collector rates were revised upward in October 2025 (residential +20–22%, industrial +30%), so budget accordingly for any purchase after that date. Always ask for the current circle rate of the specific sector before finalizing a deal.
Step-by-Step Registration Process (After a GMADA Purchase)
1) Draft the sale deed referencing the GMADA allotment/transfer permission  2) Pay stamp duty + registration fee via e-stamping or an authorised bank  3) Book a Sub-Registrar appointment  4) Both parties appear with ID proof and the executed deed (or via registered POA)  5) Biometric verification and execution — typically 1–3 working days  6) File for mutation (“Intkal”) separately at the Patwari/Tehsildar office to update revenue records. Registration and mutation are two different steps — a property registered but never mutated can cause resale and tax complications later.
