GMADA LOI Meaning: Transfer Rules, Payment & Registry Explained (2026)
A seller in Mohali says, “Plot LOI par hai, transfer aur registry sab ho jayegi.” The buyer nods, pays an advance, and only later learns that an LOI is not a registered deed at all. This is the most common GMADA LOI confusion we see on the ground.
So what is a GMADA LOI, can it be transferred, and when does registry actually happen? This guide answers all three in plain language. Rules depend on your actual LOI, scheme brochure and current GMADA requirements, so use this as a map, not a legal opinion.
A GMADA LOI (Letter of Intent) is an early-stage allotment document issued by the authority, subject to its terms and further payments. It is not a conveyance deed or a registered sale deed. GMADA lists a separate service for transferring an LOI or allocation, but eligibility depends on your scheme and terms.

What Is a GMADA LOI?
LOI stands for Letter of Intent. In GMADA’s process, it records that the authority intends to allot a plot to an applicant, subject to payment and other formalities in the letter. It sits before final conveyance. Its exact conditions depend on the scheme, category and allotment date.
Think of the journey as a ladder: selection, LOI, payments and formalities, allotment or re-allotment documents, conveyance deed, and finally registered transactions with a GMADA record update. An LOI is an early rung. Two LOIs from two schemes can carry different conditions, so never assume your plot behaves like your friend’s.

Why GMADA LOI Rules Matter in 2026
Resale demand around Airport Road, PR7, IT City and New Chandigarh keeps LOI-based plots in circulation. Buyers like them because they feel closer to the source. The catch is that the paperwork gap between LOI and registered ownership is exactly where disputes begin. From the investor side, a clean file matters more than a small discount. For NRIs buying remotely, it matters even more; see our NRI property investment guide.
LOI vs Allotment Letter vs Conveyance Deed vs Registry
| Document / stage | What it generally represents | Check next | Common misunderstanding |
|---|---|---|---|
| LOI | Early stage of allotment, subject to terms | Payments, conditions, transfer restrictions | “LOI = ownership deed” |
| Allotment / re-allotment letter | Formal allotment with conditions | Payment status, conveyance requirements | “Allotment = registry done” |
| Conveyance deed | Instrument conveying the property under the process | Stamp duty, registration, records | “Same as sale deed” |
| Registered sale / gift / transfer deed | Registered record of a transaction | Permission, GMADA record update | “GMADA updates automatically” |
| GMADA ownership record | Authority’s record of the owner | Confirm and keep proof | “Registry changes all records” |
“Registry” is a casual word. Its legal meaning depends on the instrument and the stage, and these documents are not interchangeable.
Can a GMADA LOI Be Transferred?
GMADA publishes a dedicated service for transfer of a Letter of Intent or allocation, handled by the Estate Officer. Whether your LOI qualifies depends on its terms, scheme conditions, dues, mortgage status and category. Do not accept a blanket “yes” from anyone without seeing your file.
Check these before you proceed: the allotment terms for any transfer restriction, outstanding dues, any loan or encumbrance, family-transfer treatment, and any reserved or preferential-category conditions. An LOI transfer is also different from a transfer after a conveyance deed, which may follow GMADA’s permission and re-transfer services instead.
GMADA LOI Transfer Process: Step by Step
- Identify scheme, plot and stage. Property number, sector, LOI date.
- Read the original LOI and scheme terms. Confirm transfer is permitted.
- Review the account statement. GMADA’s online account service is covered below.
- Check mortgage or loan status and get lender clearance if needed.
- Download GMADA’s current form and checklist from the official service page.
- Prepare affidavits, IDs and records.
- Confirm processing and transfer fee for your case before paying.
- Submit the application and keep the receipt.
- Track and answer objections. Missing documents cause most delays.
- Receive approval and complete any further allotment, conveyance or registration steps.
- Preserve every receipt and record.

GMADA LOI Transfer Documents
| Document | Purpose | When needed |
|---|---|---|
| Application form | Formal request | Always, in GMADA’s current format |
| Original LOI / allocation letter | Proves the allotment stage | Per official checklist |
| ID proof of both parties | Identity | Per checklist |
| Liability affidavits | Undertakings by parties | Per checklist |
| Mortgage / loan clearance | Shows no lender claim | Where a loan exists |
| Payment receipts and account position | Dues match | Practical must-have |
| Legal-heir or GPA papers | Authority to act | Only in those cases, subject to GMADA acceptance |
The official checklist governs. Anything extra depends on your allotment terms.
GMADA LOI Transfer Fee: What We Can Confirm
GMADA’s published permission form lists a Rs 2,500 processing fee for residential plots and houses. That is a processing fee, not the main transfer fee. Separate transfer and extension fees apply only in certain cases, and the LOI transfer checklist PDF carries its own figures. We could not open that PDF while preparing this guide, and older PUDA documents circulate widely, so we are not quoting a transfer-fee amount as current.
| Cost | Relates to | How to confirm |
|---|---|---|
| Processing fee | Handling the application | GMADA form / service page |
| Transfer fee | Varies by case and stage | Ask GMADA in writing; call an expert |
| Stamp duty and registration | Deed at Sub-Registrar | Registration authority |
| Professional fees | Legal and drafting | Written quote |
Timeline note: GMADA’s Citizen Charter lists a 21-day target for LOI transfer. Other sources describe it as 21 working days, so confirm with the Estate Officer’s office. A target is not a guarantee.
Payment Obligations and Outstanding Dues
Separate these in your head: payments stated in the LOI, later instalments, the outstanding balance, any interest or enhancement under your terms, transfer fees, and finally conveyance and registration costs. Never apply a generic instalment pattern or percentage to your plot; check your LOI, demand letters and GMADA’s records. If a receipt and the displayed balance do not match, raise it with GMADA in writing before paying the seller anything.
Can a GMADA LOI Plot Be Registered?
It depends on the document stage. After an LOI, further formalities such as payment completion, allotment documents and a conveyance deed may be required before ordinary registration. A transfer approval does not replace a conveyance deed. Confirm the exact route with GMADA and the Sub-Registrar before paying.
A conveyance deed generally conveys the property from the authority to the allottee. GMADA runs a conveyance deed and no-due certificate service. Once a deed is registered, GMADA’s re-transfer service asks for a certified deed copy (or GMADA’s permission letter) plus the original transfer permission to update its record. See our GMADA plot transfer process guide.
How to Check GMADA LOI Dues Online
GMADA hosts an account statement under its property-details services on gmada.gov.in. Menus change, so we do not describe button names. Keep your property number handy, compare the statement with every receipt, and write to GMADA about any gap. An online check is not a title search.
