GMADA Building Plan Approval: Documents, Fees, Process & Completion Certificate

Plot mil gaya, possession letter haath mein hai, contractor bol raha hai “kal se kaam shuru karte hain.” Rukiye. Possession letter aapko plot ka haq deta hai, par kitni floors banengi aur kaise, ye sanctioned plan se tay hota hai.

This guide explains GMADA building plan approval for plot owners in Mohali: the two approval routes, documents, published fees, timelines, and the completion certificate. One caution first: GMADA’s rules cover GMADA-area plots. Zirakpur, Kharar or Panchkula plots may fall under another authority, so confirm yours before applying.

⚡ Quick Answer

For residential plots up to 500 sq yards in GMADA’s area, you can choose self-certification through a GMADA-empanelled architect or direct GMADA sanction. Larger or non-residential plots need GMADA sanction. GMADA lists 30 working days for residential and 60 for commercial plans. Confirm fees and your authority before paying.

Before you hire anyone: ☐ Is my plot under GMADA? ☐ Allotment / possession letter ready? ☐ Plot size and category noted? ☐ Architect registered or empanelled? ☐ Current fee confirmed with GMADA?

What Is Building Plan Approval?

Direct Answer

Building plan approval, or sanction, is the authority’s permission for the drawings you intend to build from. It checks the design against the applicable building rules. Under GMADA, a sanction or an architect’s self-certification under the rules comes before construction, and completion certification comes after it.

Your plot’s allotment conditions and the building rules decide what you may build. An architect prepares compliant drawings; the owner signs them and carries the responsibility. Neither a plot purchase nor possession automatically allows any design or number of floors. For plot-side checks, see our GMADA properties page and the GMADA Mohali guide.

Which Authority Applies to Your Plot?

Do not assume one rule for the whole Tricity. GMADA’s page covers plots in its jurisdiction. Punjab’s Town and Country Planning department, municipal bodies, and Haryana authorities in Panchkula run their own processes. Check your allotment letter and ask the Estate Office or your local authority which one holds your plot. Commercial, institutional, industrial and group-housing sites can follow different conditions.

Official source: GMADA building plans page and the Sanction by GMADA PDF. Self-certification is not an exemption from the rules; the plans must still conform, and professional responsibility sits with the architect and owner.

Documents Checklist

Listed on GMADA’s page:

  • Application form (GMADA’s prescribed format)
  • Building drawings, cloth-mounted, signed as above
  • Security and scrutiny fee by demand draft in favour of ‘Estate Officer, Greater Mohali Area Development Authority’, payable at S.A.S. Nagar

GMADA Building Plan Approval Fees: What Will You Have to Pay?

The figures below come from GMADA’s published “Sanction by GMADA” document. That PDF carries no visible revision date, so treat the amounts as published figures to confirm, not guaranteed current rates. We did not mix them with any other authority’s charges.

ChargeCategoryPublished amountBasis
Security fee (refundable after completion)Residential up to 250 sq ydRs 2,500Fixed
Security fee (refundable)Residential above 250, up to 500 sq ydRs 5,000Fixed
Security fee (refundable)Residential above 500 sq ydRs 10,000Fixed
Security fee (refundable)Residential group housingRs 2,000Per dwelling unit
Scrutiny fee (not refundable)ResidentialRs 2.50Per sq ft of total covered area
Scrutiny feeRevised / superseded plansRs 1.25 (as published)Per sq ft; confirm basis

The same document mentions a higher scrutiny rate for commercial and an additional per-sq-ft fee in some allotment cases, but the text was not clear enough for us to state them. Confirm the current amount with GMADA before payment. We have not calculated any sample total, because that needs every fee basis verified.

Step-by-Step Approval Process

  1. Confirm authority and scheme rules for your plot.
  2. Review allotment papers and plot conditions.
  3. Hire a qualified architect. For self-certification, check GMADA empanelment.
  4. Prepare drawings and papers.
  5. Choose the route (self-certification or GMADA sanction).
  6. Submit the form, drawings and fee draft at the Estate Office.
  7. Track and answer objections in writing.
  8. Preserve the sanction and receipts.
  9. Build as sanctioned; obtain plinth-level/DPC certification where required (GMADA has a Plinth Level/DPC certificate service).
  10. Apply for completion / occupation certification when ready.

We have not described any online portal or login, because we could not verify one.

Before You Start Construction

  • ☐ Sanction (or self-certified plan) in hand
  • ☐ Drawings match plot dimensions on site
  • ☐ Setbacks, coverage, height and floors checked against the rules for your plot
  • ☐ Structural design done by a competent professional
  • ☐ Demarcation done if needed (GMADA has a demarcation certificate service)
  • ☐ Receipts filed

Parameters differ by plot, so we have not listed numbers. Read your plot’s conditions and the Punjab building rules PDF.

GMADA Completion Certificate: Documents, Process & Timeline

Direct Answer

A completion or occupation certificate confirms that the building has been completed as per the sanctioned plan. GMADA offers a combined service titled “Completion / Occupation Certificate”. Documents include a completion certificate by an empanelled architect or engineer (Form C). Confirm the current checklist on GMADA’s page before applying.

GMADA’s Form C, “Completion Certificate by an Empanelled Architect/Engineer”, certifies that the work was supervised and completed as per the sanctioned plans and the Punjab Regional and Town Planning and Development Act, 1995. Deviations from the sanctioned plan can complicate the process, so ask your architect about revised approval before building differently. Keep the sanctioned plan, revisions and completion papers safely. The security fee is stated to be refundable after completion; ask GMADA how to claim it.

Official page: Completion / occupation certification.

Common Mistakes

  • Building before sanction: confirm your route first.
  • Using an old fee list: confirm with GMADA.
  • Copying another locality’s rules: check your authority.
  • Unverified architect: check empanelment for self-certification.
  • Big deviations from the plan: get revised approval.
  • Treating self-certification as exemption: rules still apply.
  • Losing receipts and sanction copies: scan and store them.
