Between 22 and 24 September 2026, the Enforcement Directorate (ED) carried out a search-and-survey operation at the GMADA headquarters in Mohali. Within a day, The Tribune reported, citing sources in the agency, that decisions on land-use change and the acquisition of over 5,000 acres in Mohali and New Chandigarh were among the matters being scanned.
If you hold a booking, an LOI or a plot in this belt, GMADA 5000 acres land acquisition is now an uncomfortable search phrase. This guide is deliberately narrow. It explains what the 5,000-acre figure actually refers to, what is alleged, what is not established, and what you can verify about your own property.
The short version: scrutiny is not a verdict, and a headline is not a title deed. Investigation does not mean that every property, project, developer or land parcel in New Chandigarh or Mohali is illegal. It does mean the paperwork deserves a careful look before money moves.

What Is the 5,000+ Acre GMADA Issue?
The GMADA 5000 acres land acquisition figure comes from a single line of reporting. In its 23 September 2026 story, The Tribune wrote that ED officials were scanning decisions taken by the Housing Department after the Chief Secretary replaced the Chief Minister as chairman of the state’s development authorities in June 2025. Among those decisions, the paper listed changes of land use in master plans and the “massive acquisition of over 5,000 acres in Mohali and new Chandigarh”, with the agency reportedly alleging that planning and acquisition powers were misused to generate and launder proceeds of crime.
Read that carefully. It describes what the agency is looking at, according to sources. It is not an ED press release listing parcels, and it is not a court finding.
It is: a reported scale of acquisition activity in Mohali and New Chandigarh that falls within the decisions under review. It is not: a verified count of “illegal” land, a published parcel list, or a statement that all 5,000 acres were wrongly acquired. Whether the number is cumulative, project-specific, or limited to a time window has not been itemised in the reports reviewed.

Do not add these numbers together. They come from different stages, years and sources.
Why Is ED Examining GMADA Decisions?
The ED works under the Prevention of Money Laundering Act (PMLA), which looks at the proceeds of an underlying offence. Media reports say the matter grew out of a CBI case on an alleged bank fraud involving the promoters of Tirupati Infraprojects. The ED has alleged, as reported by The Statesman, that those promoters also controlled Remigate Buildestates and MB Infrabuild, which bought two prime auction sites from GMADA and later received financial relief on dues payable to the authority.
The Tribune also reports ED claims that sensitive files were handled through informal, parallel channels instead of regular GMADA meetings. The Aam Aadmi Party rejects this, calls the action politically motivated, and argues that the CBI FIR concerns a bank fraud with no link to GMADA. Those are competing positions, and only courts can settle them.
The wider search covered 26 premises across Delhi, Chandigarh, Panchkula, Mohali and Ludhiana, according to trade-press reports. What Land Acquisition Decisions Are Under Scrutiny?
According to The Tribune, quoting agency sources, the following lines of inquiry relate to acquisition and land use. Each one is an allegation or an inquiry, not an established fact.

Why the Section 11 point matters to you: once an acquisition notification is issued under the 2013 Act, dealing in that land is restricted. Where CLU fits in
CLU is the permission that lets agricultural land be used for housing or commercial purposes. Because CLU can change what land is worth, the ED is looking at how it was obtained and what followed. Separately, trade-press reports said an earlier ED inquiry in May 2026 also examined CLU approvals for certain Mohali and New Chandigarh projects. That is a different matter, and the reports reviewed do not describe a final finding.
A separate ED search at the Sector 119 office of developer TDI Infratech, reported by The Statesman in late September, concerns alleged excess compensation of about ₹6 crore on the PR-6 road project and land allegedly transferred to relatives after the acquisition process began. Are New Chandigarh Properties Illegal?
No. No report reviewed says New Chandigarh properties as a class are illegal. Investigation does not mean that every property, project, developer or land parcel in New Chandigarh or Mohali is illegal. The reports name specific decisions, villages and companies, and each parcel has its own papers and history.
It helps to separate three layers that buyers often mix up:
- Master Plan zoning: what the land is planned for. New Chandigarh falls under the Mullanpur planning area, and parts sit in an eco-sensitive zone, as the Tribune has noted.
- GMADA schemes: plots allotted directly by the authority, such as Eco City schemes.
- Private layouts: colonies by developers, which need their own CLU, licence, layout approval and RERA registration.

Several large parcels appear in credible reports. Their status differs, so treat them separately.

What the GMADA Search Has Revealed So Far
The operation began on Tuesday, 22 September 2026, and ended on Thursday, 24 September. Reports differ on its length: The Tribune says around 50 hours, The Statesman says more than 48 hours, and other outlets cite 36 hours. We therefore describe it as a search lasting between roughly 36 and 50 hours, depending on the report.
- Records taken: The Tribune reports more than 30 bags of documents and hard discs of scanned papers. A PTI report says ED officials told a High Court-appointed warrant officer that a forensic team was copying and cloning data from phones and computers in the officials’ presence.
- Custody: The Tribune reports no GMADA official was taken into custody and no arrests were made.
- Court angle: Punjab approached the Punjab and Haryana High Court alleging officials were confined. It withdrew the plea after the warrant officer reported that officials said they were not detained illegally.
- Scale: More than 100 ED officials reportedly examined hundreds of files, including waivers, an arranger fee, acquisition under the Mohali Master Plan and reserve-price reductions.
Final findings? None have been publicly disclosed. The agency is reported to be examining the seized material before deciding its next step. We could not locate the ED statement on the ED’s own website, so the claims above are as reported by media.

5,000+ Acres Under Scrutiny — Does It Mean You Should Stop Buying in New Chandigarh?
This guide does not tell you to buy or not to buy. What the facts support is narrower:
- Investigation is not a blanket ban. No reported order stops registrations or sales across New Chandigarh.

Infrastructure and institutions
GMADA’s own list of townships, per Hindustan Times, includes Eco City-1 and 2, Edu City and Medi City in New Chandigarh, plus Knowledge City and IT City near the airport. Whether a promised campus or facility is operational today is a verification question, not an assumption.
Employment growth and demand
Proximity to IT City, Airport Road, Zirakpur and Chandigarh supports end-user demand for housing. Demand can change with jobs, credit and policy, so use it as context, not a guarantee.
Future developments
